One of the most dysfunctional HOA's in the State of Washington! Pending future expensive assessments to cover costs for a dock and paved road which have not been properly maintained. The third asset is the water system which is state of the art system due to a previous water manager's persistence along with the Health Department's regulations. Self governing of this HOA has not been successful. All due to majority of members not wanting to budget for reserves for future repairs and/or replacement.

Buyer Beware! This HOA was developed by Virgil Adams in the early 1970's and was deeded over to the homeowners in 1984 as Kamilche Point Community Club HOA with 28 properties, a paved road, dock and a water system supplied by a well. These three major assets became liabilities to the community due to lack of maintaining because the majority of the residents did not want to spend money or budget for future expenses! The big issue with the community has been too many members of one long established family held the majority of votes so important financial issue were voted down. Annual Homeowner meetings were poorly attended with proxy votes being held by the established family. Any non family members were considered outsiders and out voted. Due to this the road has become too expensive to repair, the dock has to have the pilings replaced as per DNR by 2030 and the water system required a costly chemical treatment system installed and fortunately backed by the Washington State Office of Drinking Water and a persistent volunteer certified water manager who managed and upgraded the water system for 19+ years. Lack of budgeting, low annual dues, ignoring and not enforcing the CC&R's, and a self governing Board of Directors have been the major issues of this disfunctional community.

Due to lack of cash reserves to support a water system, road and a very large dock, community members are assessed to cover expenses. For years the annual homeowner dues were not adequate for future costs of the three assets listed above. No one wanted to spend money. Also, the CC&R's were all broken and/or not enforced so they are not worth the paper they are printed on. One family dominated the community for years and influenced any voting. The Board of Directors are made up of community members that have not governed the HOA in a way that has kept the community financially able to cover their assets without assessments! Budgeting was a dirty word! The dock has to have $100,000.00+ improvements by 2030 as per Washington State DNR. The blacktop road has not been maintained and will cost $70,000.00+/-. The annual dues are up to $1500.00+/- per property. The homes that have recently sold were not worth the price and I am sure the real estate sales people do not inform the future buyers of the community's present and future issues.

HOA management imposes unreasonable fines to boost their coffers. Recent tenants were fined $500 for parking their moving van in the load/unload zone. Moving van was not left unattended and was not blocking. Sign clearly says loading and unloading only. Another resident was sent a warning and potential fine because a delivery driver parked behind the tenants garage (again, not blocking, just dropping off.) The tenant was not home at the time - but apparently was expected to monitor all parking in the ally 24/7? The previous HOA board was reasonable, and worked to develop a community of support and neighborly cooperation. The new board is focused on being punitive and lining their pockets and has established a community of distrust and frustration. Beware.

Extremely corrupt Board, they manipulate the voting so that they can stay in control, everything is done for the benefit of a few in control, including destroying half the trees in the HOA to benefit the view of 10% of the community. Lots of bullying, law suits, false CCR violations and harassment. Dont buy there.

For five of the nine years I've lived here, it's been a pleasant place. And then in 2022, a new sheriff in town. Put together her posse. And the mud started slinging. Name calling. Screaming at me while I'm at the mailbox getting my mail. They behave. At first I said like girls from junior high. As it turned. I gave them far too much credit. These women are all 55 and older. It's a 12 unit complex. Lie, cheat, steal. Selective enforcement of the Covenant's breach of covenants, oh, violation of the RCWS, and the. WACS, to name a few. Secretary of State would love to get a hold of this one. They have been at me relentlessly for 4 years. I have two more emails today. The funny thing of it is. Four families are English as their second language, so I'm relatively certain they don't have a complete understanding of the covenants and the bylaws. The ones. That are enforcing the covenants and bylaws. Are misinformed. I served on the board. And Parkinson's disease will no longer allow me to. The stress of living here alone is going to kill me. It's pathetic. HOA should be abolished. Oh yeah, we've got one real special rule here. You may have 5. Flower pots. In the front of your home. You may have three hanging. And two on the ground. Or two hanging and three on the ground.. In addition to that. We have three garbage bins. 15 residents. We are to use our fair share. Of the three garbage bins. With 12 owners, so we're each entitled to 112th share. Of the garbage. What do you do with that? By the pound. Do you measure it? I was also accused of putting a recycle bin in my garage so no one else could use it. Truth is, they don't use them anyway. And we have 4. The following week they brought a new recycle bin, said they put it in the truck by mistake.

Illegally ran association!! Was registered without consent of half the neighborhood and not even tied to our home titles. Our original HOA lapsed and was dissolved so there actually isn’t an HOA here at all anymore. They try using fear tactics to govern. Board members are amateurs at best bored with their lives in retirement. MGMT CO is called “VIS GROUP INC” out of Lacey, Washington. Very poor reviews as well.

The HOA has done a ton of illegal things. Gary Kelley the newest board member of Chinook Meadows is blaming residents for anything he can… plus he now is the insurance agent and company for the HOA. Such a conflict of interest. Plus he has an agressive protection dog that he walks around off leash with.
