One of the most dysfunctional HOA's in the State of Washington! Pending future expensive assessments to cover costs for a dock and paved road which have not been properly maintained. The third asset is the water system which is state of the art system due to a previous water manager's persistence along with the Health Department's regulations. Self governing of this HOA has not been successful. All due to majority of members not wanting to budget for reserves for future repairs and/or replacement.

Buyer Beware!

Buyer Beware! This HOA was developed by Virgil Adams in the early 1970's and was deeded over to the homeowners in 1984 as Kamilche Point Community Club HOA with 28 properties, a paved road, dock and a water system supplied by a well. These three major assets became liabilities to the community due to lack of maintaining because the majority of the residents did not want to spend money or budget for future expenses! The big issue with the community has been too many members of one long established family held the majority of votes so important financial issue were voted down. Annual Homeowner meetings were poorly attended with proxy votes being held by the established family. Any non family members were considered outsiders and out voted. Due to this the road has become too expensive to repair, the dock has to have the pilings replaced as per DNR by 2030 and the water system required a costly chemical treatment system installed and fortunately backed by the Washington State Office of Drinking Water and a persistent volunteer certified water manager who managed and upgraded the water system for 19+ years. Lack of budgeting, low annual dues, ignoring and not enforcing the CC&R's, and a self governing Board of Directors have been the major issues of this disfunctional community.

Due to lack of cash reserves to support a water system, road and a very large dock, community members are assessed to cover expenses. For years the annual homeowner dues were not adequate for future costs of the three assets listed above. No one wanted to spend money. Also, the CC&R's were all broken and/or not enforced so they are not worth the paper they are printed on. One family dominated the community for years and influenced any voting. The Board of Directors are made up of community members that have not governed the HOA in a way that has kept the community financially able to cover their assets without assessments! Budgeting was a dirty word! The dock has to have $100,000.00+ improvements by 2030 as per Washington State DNR. The blacktop road has not been maintained and will cost $70,000.00+/-. The annual dues are up to $1500.00+/- per property. The homes that have recently sold were not worth the price and I am sure the real estate sales people do not inform the future buyers of the community's present and future issues.
