Leadership has a power problem.

Leadership has a power problem. When giving violations, such as dead trees, they can’t tell the difference between a dormant tree versus a dead one. Leadership also apparently is more concerned about random twigs in the rocks, than all of the cars parked along the side of the street with expired tags…or the mess that the construction workers leave.
